Notice of Shanghai Municipal Bureau of Human Resources and Social Security and Shanghai Municipal Finance Bureauon Continuing the Temporary Reduction of Contributions of Urban Employees of Shanghaito Social Insurances for Urban Employees of Shanghai

To the People's Governments of all districts of Shanghai Municipality, all committees, offices, bureaus and administrations of Shanghai Municipal Government, the Municipal Social Insurance Administration Center, and the Municipal Employment Promotion Center:
In order to implement the decisions of the CPC Central Committee and the State Council, relieve the burden on employers, optimize the business environment of Shanghai, and stabilize employment, in accordance with the "Opinions of the State Council on Further Stabilizing Employment" (State Council 〔2019〕No. 28) and the "Opinions of the General Offices of the Ministry of Human Resources and Social Security, the Ministry of Finance and the State Administration of Taxation on the Implementation of the Notice on Progressively Lowering and Waiving Corporate Contributions to Social Insurance Funds" (MOHRSS 〔2020〕 No. 18),the Municipal People's Government of Shanghai has decided to continue to reduce contributions to unemployment insurance and work-related injury insurance fund on a temporary basis on the premise that various social insurance benefits of employees are not affected and paid out on time and in full.
Notice is hereby given as follows:
1. Continuing to reduce unemployment insurance contributions on a temporary basis
From May 1, 2020 to April 30, 2021, the rate of unemployment insurance contributions shall remain at 1%, in which the rate of contributions from employers shall be 0.5% and the rate from employee shall be 0.5%.
2. Continuing to reduce work-related injury insurance contributions on a temporary basis
From May 1, 2020 to April 30, 2021, Shanghai’s benchmark rates for work-related injury insurance contributions from employers in Industry Categories 1 - 8 will be 20% based on respective national benchmark.
Social insurance agencies determining the employer's contribution rates shall follow the adjusted industry-specific benchmark rates.
3. This notice shall take effect on May 1, 2020, and shall be valid until April 30, 2021.
