Notice on the Temporary Reduction of the Contribution Rate of Basic Medical Insurance for Employees in the City in 2020

Municipal Social Insurance Administration Center, Municipal Medical Insurance Administration Center, and Medical Security Bureau of each district,

In order to deeply implement the spirit of General Secretary Xi Jinping's important instruction on resolutely winning the battle to prevent and control the pandemic, and the decisions and arrangements of the CPC Central Committee and the State Council, the employers’ contribution rate of basic medical insurance for employees will be temporarily lowered by 0.5% on the premise of surely maintaining the level of policy holders’ medical insurance treatment and guaranteeing the stable operation of medical insurance system according to the requirements of the Notice of Shanghai Municipal People's Government on the Printing and Issuance of the Policy Measures of Shanghai for Fully Preventing and Controlling the Pandemic, Supporting and Serving the Stable and Healthy Development of Enterprises (Hu Fu Gui [2020] No. 3). The specific notice is as shown below:

In February to December 2020, the employers’ contribution rate of basic medical insurance (including maternity insurance) for employees in Shanghai will be lowered by 0.5%, and from the existing 10.5% to 10%; and employees’ contribution rate won’t be adjusted.

The proportion of basic medical insurance for employees paid by flexible employment personnel in this city will be lowered from the existing 11.5% to 11%.
