Implementation Measures of Further Optimizing Power Access for Business Environment in Shanghai(Trial)

In order to speed up the optimization of Shanghai power access for business environment in the city, to further improve the efficiency, reduce the cost and optimize the service in power access, according to the state and city requirements on deepening the reform of business environment, administrative examination and approval system, this Implementation Measures is formulatedthrough research and based on Shanghai’s reality.

1. Guiding Idea

To thoroughly implement the spirit of Nineteenth Party Congress and in accordance with the requirements fromGeneral Secretary Xi Jinping to constantly enhance the attractiveness,creativity and competitivenessof Shanghai, Shanghai researches the highest international standards and best level, adheres to demand-oriented, problem-oriented and result-oriented policy and speeds up the supply system reform and innovation to solve the problems, difficulties and blocking pointsfor power access projects. Through further reducing costs, compressing time, decreasing links, and simplifying the approval process, Shanghai will strengthen coordination and responsibility and effectively improve the power access efficiency and service level, to support Shanghai in building the international and convenient business environment with rule of law.

2. Implementation Object

This Measure applies to the low voltage non-residential power access project，which applies for the expansion of services such as new capacity and capacity expansion. The expansion project for 10-thousand voltage users can also refer to this work process and time limit for administrative examination and approval.

3. Work Objectives

When the user applies for the power access, which is accepted by the power grid enterprise, the procedure is reduced from 5 items to 2 items—the electricity consumption application and meter installation after completion; and the average time used is no more than 25 working days. Among them, projects without exterior linestake no more than 5 working days. If projects withexterior lines do not require road excavation for user access, it takes no more than 20 working days. If projects withexterior lines do require road excavation for user access, it takes no more than 40 working days. In this way, the cost of access to power has been greatly reduced, and the reliability and power supply services have been significantly improved.

4. Main Tasks

4.1 Process optimization further improves the efficiency and transparency. First, parallel operation and seamless connection. In accordance with the principle of streamlining all possible process and tackling with classifications, the approval links ofplanning permission, green permission, road excavation permit, road occupation opinions, etc, are done in parallel to form seamless connection. Second, streamlined links and handling time limit.Shanghai will simplify the examination and approval materials, optimize the internal workflow among various departments and establish a green channel for user's electricity access to greatly compress the handling time of each link and make clear the commitment of related time limit.

4.2 Mechanism Improvement increases the level of industry management and service.First, clear responsibility and strengthened coordination. The responsibility of every responsible unit and coordination department in each link should be clearly defined. The responsible units should speed up their own workflow, and ensure that the examination and approval procedures are carried out on time. Coordination departments should supervise and promote coordination in time. Second,one-stop service and efficiency improvement. As the main engineering body of power access, power grid enterprises provide one-stop service for users, conduct related procedures for users and minimize the burden of users and project units.

4.3 Reform and innovation further improve user satisfaction and sense of gain. First, a variety of measures will be implemented to effectively reduce the engineering cost of low voltage non-residential power access. Second, cost of road repair and other cost standards will be further clarified and preferential policies will be implemented. Third, the measures of information and credit management will be confirmed to establish a transparent and efficient work mechanism and optimize the examination and approval service and the post supervision of application.

5. Process of Handling

5.1 The Plan Design

5.1.1 Accept the application once it is submitted. After the application is submitted to the power grid enterprise, the power grid should complete the application within 1 working day. First is to implement one-stop service and certificate acceptance with service windows and carry out the“Internet plus” online application service and book door-to-door service so that low-voltage users can do the whole process with network and high-voltage users need to go for application only once. Second is to streamline the user application data, and the low-voltage users need to provide 3 items of application materials:power application;valid identity of the user; property rights of the power application address. High-voltage users need to provide 5 items of application materials: power application;valid identity of the user; property rights of the power application address;power capacity demand; power engineering project approval. Shanghai Economic and Information Committeeshould strengthen coordination and supervision in this link. 5.1.2 Respondto the power supply plan. The power grid enterprise will complete the response to the power supply plan within 2 working days. First is to implement the Customer Managersystem and achieve the project coordination from the application to the whole process of power access. Second is to connect and change internal and external workflow to realize that the internal management of the power company and the externalcertificate handling can be donein parallel. Third is to optimize the power path as much as possible to save the time and cost. Shanghai Economic and Information Committeeshould strengthen coordination and supervision in this link. 5.1.3 Select the line and design exterior line engineering. The power grid enterprises should urge and cooperate with the line selection and design units, optimize the line selection plan and the power supply plan and carry out the consultation of all pipeline units along the line, including water, gas and communication to finish the selection of line plan and engineering design within 12 working days. In view of the possible existing pipeline contradictions and problems, Shanghai Municipal Administration of Planning and Land Resources should intervene and coordinate in advance.(Responsible unit: Municipal Power Company; Coordination department: Shanghai Municipal Administration of Planning and Land Resources; handling time limit: 12 working days)

5.2 Administrative Examination and Approval

If users need to access to exterior lines, such as road excavation, they are required to get administrative approval, such as planning, digging and occupying roads. (It is also necessary to handle greening and relocation licenses if city greening is involved). Road occupation licensing is required if road excavation is not involved.

5.2.1 Accept the construction application. The power grid enterprises uniformly submit approval procedures to all departments. At the initial stage of implementing this Measure, the power grid enterprises should send materials to relevant departments such as Shanghai Municipal Administration of Planning and Land Resources, Shanghai Municipal Transportation Committee, Shanghai Greening and City Management Bureau,Shanghai Road Administration Bureauand Shanghai Public Security Bureau to deal with the approval procedure synchronously. The next step will be to establish an electronic parallel examination and approval platform to efficiently accept the application materials for electric power lines. 5.2.2 Deal with the planning license. After receiving the application materials, Shanghai Municipal Administration of Planning and Land Resources will coordinate with other relevant industry departments to deal with facilities and stakeholders along the line, and issue planning permission within 5 working days. (Responsible unit: Shanghai Municipal Administration of Planning and Land Resources; Coordination department: Shanghai Development and Reform Commission; handling time limit: 5 working days)

5.2.3 Deal with the road excavation license. Road excavation plan forpower access should be arranged and adjusted in time. After Shanghai Road Administration Bureaureceives the materials, it should approve the excavation plan within 5 working days (granting road excavation code) and create the conditions for road excavation of exterior line projects within 15 working days. (Responsible unit: Shanghai Municipal Transportation Committee and Shanghai Road Administration Bureau; Coordination department: Shanghai Development and Reform Commission; handling time limit: 5 working days)

5.2.4 Deal with the greening license.Shanghai Greening and City Management Bureau shall issue the temporary use of green space within 10 working days after receiving application materials. The green relocation will be done first and followed by payment. Maintenance units should record inventory and offer relocation budget(Shanghai Greening and City Management Bureau should seal for confirmation); or Shanghai Greening and City Management Bureau will issue payment book first; maintenance unitswill implement greening relocation and project units will pay within 5 working days (Responsible unit: Shanghai Greening and City Management Bureau; Coordination department: Shanghai Development and Reform Commission; handling time limit: 10 working days)

5.2.5 Deal with road occupation opinion. Shanghai Public Security Bureau will complete the preliminary construction, site survey and traffic organization plan confirmation in receipt of the application materials within 10 workingdays and issue road occupation opinion in 5 working days. (Responsible unit: Shanghai Public Security Bureau; Coordination department: Shanghai Development and Reform Commission; handling time limit: 15 working days)

5.2.6 Deal with the road excavation license. Shanghai Road Administration Bureauwill complete the prior work within 10 working days after receiving the application materials. It should organize the project units and road maintenance units to conduct on-site reconnaissance, and issue the repair bill; the project unit should complete the payment within 5 working days (payment is no longera precondition for approval). Shanghai Road Administration Bureau will issue road excavationlicense with Shanghai Municipal Transportation Committee, within 5 working days after receiving road excavationnumber and the planning license.(Responsible unit: Shanghai Municipal Transportation Committee and Shanghai Road Administration Bureau; Coordination department: Shanghai Development and Reform Commission; handling time limit: 15 working days)

5.3 Exterior line construction

The power grid enterprise will complete the construction of the exterior-line project within 10 working days after obtaining the license of road occupation and excavation. First is to schedule the time from the required deadline and clarify time slots and responsible persons.Second is to shorten the procurement time limit for materials and engineering services, enhance the standardization of materials and the typical design and unify technical standards and design standards, so thatmaterials for all projects are unified and can be changed easily. Third is to promote new technology including uninterrupted operation, improve the power supply flexibility and prioritize user’s accessible power connection on time. 6. Safeguards

1. Strengthen the government leadership. Shanghai Development and Reform Commission and Municipal Economic and Information Technology Commission, along with Shanghai Municipal Administration of Planning and Land Resources, Shanghai Municipal Transportation Committee, Shanghai Greening and City Management Bureau,Shanghai Road Administration Bureau, Shanghai Public Security Bureau and the power company will set upWorking Group on Optimization Power Access for Business Environment to promote the implementation and coordination of member units to carry out specific work and establish a regular reporting, work meeting, supervision and evaluation mechanism. The office of the Working Group is located in Municipal Economic Information Committee, which is responsible for the daily work.

2. Improve the relevant supporting policies. Members of the Working Group shall follow the requirement and time arrangementlisted in this Implementation Measures,timely formulate corresponding policies and documents to meet the optimization and adjustment demands of administrative examination and approval procedures, further clarify the examination, approval, time limits and preconditions of the management process, update the corresponding work guide for the public andspecify the format of informed commitment.

3. Build a supporting information platform. The power access application and parallel approval platform will be built to accept one-time application, approve synchronously and in parallel and finalize the approvalwithin specified time limit. Thus, laws, regulations, guidelines and standards will be issued to the public; drawings and data during the whole process canrealize transfer and sharing with electronic files; the time-limit monitoring and early warning mechanism can be implemented during the whole process;all measures can guarantee the smoothimplementation.

4. Strengthen the support of credit means.The emphasis onpre-examination and approval will be shifted tothe supervision afterwards. The establishment of the industry credit system covering all sectors including users, stakeholders, power grid enterprises, and all links including engineering design, construction, supervision and approval will be promoted. The enterprises and individual credit files are recorded and included in the municipal public credit platform. Cross-departmental and joint punishment will improve the cost of violation and failure.

7. Date of Implementation

This Implementation Measure is tried from March 1, 2018 and is valid until February 29, 2020.
